This report is based on the findings of a detailed study (available in a separate technical report), funded by the Department for Communities and Local Government (DCLG) and matched by three pilot councils. It examines how investment can be encouraged into town centres to bring about a change of role from being purely retail focussed to becoming social centres, engines of economic growth and new, exciting residential locations. The central barrier to this change of role – and the focus of this report – is fragmented
ownership. The solution is the adoption of an asset management approach – Town Centre Investment Management (TCIM).
