Homelessness might be one of the most complex issues ATCM members face on a daily basis. Judging the nature and extent of an individual's vulnerability is difficult, and the implications for getting this judgement call wrong could be damaging for both the individuals and the organisations involved.

A number of issues add to this complexity. Mental health, addiction, conflation between homelessness, street begging and rough sleeping, exploitative gang culture, the availability of housing, government welfare policy may all play a role. As Place Managers, how should we intervene? When is the right time to engage? When is the right time to enforce? Is enforcement ever the right solution?

The next meeting of the ATCM Cities Group will be an open and honest, multi-agency roundtable discussion about 'The Line Between Engagement and Enforcement' designed to promote better understanding of a difficult subject. Hosted and supported by the Cathedral Quarter BID in Derby, we will hear about the local partnership approach delivered by the Proactive Engagement and Enforcement Programme. This meeting will bring together public and private sector city centre managers with outreach professionals, Police and Crime Commissioners, housing agencies, health professionals and others.
