Rose Street Parking Price Restructure
Community Services have listened to concerns raised by Members, businesses and by members of the public about the Rose Street parking charges introduced on 1 April. There were particular concerns about the cost of long stay parking.
Officers have recognised these difficulties and have taken these views into account, together with the remaining need to meet the commitment agreed to increase charges to meet savings targets. Considerable work has been done to re-model the pricing structure to reduce the impact on the public, whilst increasing income and maximising usage.
Parking charges for all time frames over 6 hours, and for monthly passes, have been substantially reduced. Charges for short term parking will remain unchanged, as these remain affordable and competitive with Eastgate Car Park charges.
For example the cost for 1 day (24 hours) will be £7 instead of £15 (originally £4.50). All the charges can be seen in the table below.
The Administration Leaders have agreed the revised pricing structure and it will be implemented from Monday 11 May.
The Highland Council agreed the following increase to car parking charges when setting its budget on 18 December 2014:
“Review charging structure – Rose Street multi-storey: (£210k in 15/16)
Detail: ‘It is proposed to consider increasing the charges at the Rose Street multi-storey car park to be more in line with the charging structure offered in the Eastgate car parks, but with the addition of a 2 hours or less option aimed at retail shoppers, which is not currently offered by Eastgate car parks’”
The relevant changes to the formal Parking Order were made during March 2015 and the new charges implemented from 1 April 2015.
Concerns have been raised by Members, the Inverness BID and car park users at the perceived high levels of increase and in particular for long stay parking charges for people working in the city and people staying overnight.
The higher charges which were set from 1 April, may have resulted over time in lower use of the carpark and therefore a reduction in overall income forecasted.
The car park income is actively monitored on a monthly basis. Data will be analysed for a few months to validate the assumptions made and to analyse the real impact of the price increase on income levels.
